Personal Licence Holder
The Licensing Act 2003 and the Licensing (Scotland) Act 2005 state that anyone who is responsible for selling alcohol to the public must hold a personal licence. In order to hold a Personal Licence you must by law hold an accredited licensing qualification.
The Scottish Government concluded that this legislation would be steered by five core objectives:
- Preventing Crime and Disorder
- Securing Public Safety
- Preventing Public Nuisance
- Protecting Children from Harm
- Protecting and Improving Public Health

Licensing and Social Responsibility
All staff working in licensed premises are required to understand licensing law and responsible serving practices, therefore it is essential to ensure that all employees undergo comprehensive licensing training to ensure they are fully aware of their responsibilities in serving alcohol.
The Licensing (Scotland) Act 2005 states that all staff who wish to sell or serve alcohol in licensed premises must have received at least 2 hours of training, prior to starting work, to ensure that they fully understand licensing law and responsible serving practices.
